The Government of Punjab has launched a mega development initiative under the Chief Minister’s Development Program, focusing on improving sewerage and stormwater drainage systems across Punjab. This is a high-budget infrastructure project intended to upgrade sanitation and drainage services, especially in urban areas.
To manage this large-scale initiative efficiently, the government has set up a Program Management Unit (PMU) in Lahore. This PMU is hiring a Manager (Audit) to ensure full financial transparency, internal compliance, and proper auditing of the entire project’s financial and operational activities.
The Manager (Audit) will be the go-to person for internal audits, risk assessments, and compliance management within the PMU. You will monitor how the money is spent, how resources are used, and whether all processes follow government rules.
This is not a typical office accounting job — it’s a senior-level audit and oversight role in a live, on-ground government infrastructure project. You’ll be working alongside engineers, planners, procurement officers, and finance teams to make sure everything is done legally, ethically, and efficiently.
As Manager (Audit), your tasks will involve audit planning, implementation, reporting, and control. Here's what you'll be doing:
Develop annual and quarterly audit plans for the project
Conduct risk-based internal audits of financial, operational, and procurement activities
Review project budgets, expenditures, and contracts
Ensure all financial procedures are being followed according to the Punjab Government’s financial rules
Check if public procurement regulations (PPRA) are properly applied
Monitor all internal processes and identify violations or risks
Prepare detailed audit reports for senior management and relevant departments
Present findings and recommend corrective actions
Maintain all audit records, working papers, and evidence in proper order
Identify irregularities or misuse of funds
Investigate suspicious transactions or procurement activities
Recommend strategies to reduce financial risks and prevent fraud
Provide advice on financial best practices and internal control systems
Guide admin and accounts teams to improve transparency
Participate in internal meetings and audits with external government auditors
This job is best for people who have solid experience in auditing, compliance, financial control, or internal governance — especially in public sector projects, NGOs, or donor-funded programs.

Senior Internal Auditors
Project Auditors with government or NGO experience
Chartered Accountants (CA Inter or Finalist)
Finance professionals with risk/audit roles in large companies
Ex-AGPR or Auditor General's Office staff
MS or MPhil in Accounting, Auditing, Finance, Public Administration, or a similar field
OR
Masters or Bachelor’s (Hons) in Accounting, Finance, Audit, or equivalent
Minimum 7 years of relevant work experience in auditing, financial control, or compliance
Experience working in government departments, international donor projects, or public infrastructure programs will be preferred
